I would suggest, however, that a desert setting need not imply a Arab flavor. You really have your pick of ancient Near Eastern Culture because most have some sort of desert. You could easily have a Mesopotamian/Egyptian/Hebrew flavor, so as not to seem so much like Arabian Nights II. In fact, given your description, Egypt seems like a good fit as the Nile provided the fertility of the land and those who controlled it were very powerful.
